In the American design of a concrete beam, you are able to turn off the use of Shear Reinforcement because the concrete will take the shear load. See here:

Thanks again for your message @Msouth . According to the EN 1992.1.1 Cl. 6.2.1 (4) minimum shear reinforcement is always required, please see below. That’s why we always consider stirrups.

It would be really helpful if there were a flag for omitting the shear reinforcing. The next line after you have highlighted allows the omission of shear stirrups. Without it, it causes a lot of issues with reviewers because they see shear reinforcement in the calculation and not in the drawings.
